This morning, I had a meeting with Dato Leong Kin Mun, the President of Malaysia Biomass Industries Confederation (MBIC). We discussed about the challenges and potentials of bioenergy – biomass & biogas development in our country. I am of the opinion that several bottlenecks need to be addressed before the industry can realize its enormous potentials.

MBIC is the national level industry association, earning recognition from Malaysian Government inclusive of Ministry of Plantation & Commodities (KPK), Malaysian Palm Oil Board (MPOB), and Malaysian Investment Development Authority (MIDA).

He has also been appointed as the Board Member of Malaysian Green Technology & Climate Change Corporation (MGTC), a government agency under the purview of Ministry of Natural Resources & Environmental Sustainability (NRES).

Excited to Meet Prof. Wilhem Hofmeister in Parliament Today!

Prof. Wilhem Hofmeister is the driving force behind the Konrad Adenauer Stiftung Young Politician (KASYP) program, and we all fondly call him the “Father of KASYP.” I had the privilege of joining the 2012–2014 batch, an experience that broadened my understanding of diverse democratic systems, best practices for inclusive governance, and, most importantly, the opportunity to connect with like-minded young politicians from across the region.

In 2019, I was deeply honored to be named “Best KASYP Alumnus” as part of KASYP’s 10th-anniversary celebrations—a testament to the impact this program has had on my political journey.

Recognizing the need for stronger regional collaboration, Prof. Hofmeister launched KASYP as a platform to unite and empower young leaders. This morning, I also had the privilege of addressing the 20th batch, sharing how KASYP has shaped my perspectives and career.

Keep going, KASYP! The journey continues.

Community cats and dogs facing challenges in proper care and management have long been a community issue. In Malaysia, a group of dedicated individuals is actively promoting Trap, Neuter, Vaccinate, Return/Rescue, and Manage (TNVRM) as a solution to the stray animal problem. But what exactly is TNVRM, and why has it been so difficult to implement?

To shed light on this initiative, we have invited Asther Lau, President of Animal Kindness Coalition, to Lestari Chat to discuss the plan in detail.

www-malaymail-com.cdn.ampproject.org/v/s/www.malaymail.com/amp/news/malaysia/2025/02/18/police-of… Police officers went through your phone without a reason? Lodge complaint with IPCC, Malaysians told Police officers ranked Inspector and above are only authorised to inspect mobile phones under reasonable suspicion and in accordance with existing laws. — Picture by Hari Anggara By Malay Mail "KUALA LUMPUR, Feb 18 – Members of the public can lodge complaints with the Independent Police Conduct Commission (IPCC) if they believe their mobile phones have been searched unlawfully by police officers, the Home Ministry said. In a written response to Kepong MP Lim Lip Eng, the ministry stressed that police officers ranked Inspector and above are only authorised to inspect mobile phones under reasonable suspicion and in accordance with existing laws. "To prevent abuse of power and ensure individual rights are not violated, the government has established the IPCC, allowing individuals to report any misconduct by police officers,” it said. The police does not conduct arbitrary phone inspections during roadblocks unless there is reasonable suspicion that an individual is involved in a crime, it added. The ministry also cited legal provisions governing phone inspections, including Section 116B of the Criminal Procedure Code, which grants officers access to computerised data during searches, as well as: -Section 20(g) of the Police Act 1967, which requires individuals to provide information to police officers; -Section 23(1) of the Criminal Procedure Code, which grants police the authority to arrest individuals without a warrant; -Section 233 of the Communications and Multimedia Act 1998, which addresses the misuse of network services; -Section 249 of the Communications and Multimedia Act 1998, which permits access to computerised data; and -Section 292 of the Penal Code, which criminalises the possession of obscene materials. The ministry emphasised that inspections must be justified by intelligence, surveillance, or reasonable suspicion of criminal activity and urged individuals to report any suspected misuse of power to the IPCC. Yesterday, it was announced that the Investigation and Complaints Management System (SPEAKS) developed by the IPCC is expected to be launched next month to replace the existing complaints system which is more conventional. Home Minister Datuk Seri Saifuddin Nasution Ismail said the new system will make it easier for the public to submit complaints, including displaying real-time updates on the status of the complaint, compared to the previous method of emailing, physically attending and sending letters."

www-malaymail-com.cdn.ampproject.org/v/s/www.malaymail.com/amp/news/tech-gadgets/2025/02/18/chatb… Chatbot vs national security? Why DeepSeek is raising concerns In the terms and conditions of DeepSeek, there is a section on the provision of personal data to third parties—very similar to that used by OpenAI’s Chat GPT. — AFP pic "BEIJING, Feb 18 — Chinese AI chatbot DeepSeek upended the global industry and wiped billions off US tech stocks when it unveiled its R1 programme, which it claims was built on cheap, less sophisticated Nvidia semiconductors. But governments from Rome to Seoul are cracking down on the user-friendly Chinese app, saying they need to prevent potential leaks of sensitive information through generative AI services. Who has banned DeepSeek? First to act was Italy, which launched an investigation into DeepSeek and said it was blocking the upstart Chinese app from possessing Italian users’ data. Italy’s Data Protection Authority had briefly blocked Western competitor ChatGPT in 2023. Next, Taiwan banned workers in the public sector and at key infrastructure facilities from using DeepSeek, saying it was a Chinese product and could endanger national security. Australia following suit days after. Then, South Korean ministries—including defence and unification, which oversees ties with the nuclear-armed North—and the country’s police force banned the app from military and work computers, citing security risks. Yesterday, authorities there said that DeepSeek would not be available from local app stores while a review of its handling of personal data is carried out. US lawmakers have also moved to introduce a "No DeepSeek on Government Devices Act”, with Congressman Darin LaHood saying the national security threat that "Chinese Communist Party-affiliated company” DeepSeek posed to the United States was "alarming”. State-level bans were also issued in Texas, Virginia and New York. Texas Governor Greg Abbott said personal information "must be protected from malicious espionage operations by the Chinese Communist Party.” Why are they worried? In the terms and conditions of DeepSeek, there is a section on the provision of personal data to third parties—very similar to that used by OpenAI’s Chat GPT. But while US companies typically resist government requests for data, "in China when the government requests access, companies are legally obligated to provide user data”, said Youm Heung-youl, a data security professor at Soonchunhyang University. "This distinction between respecting user privacy and providing government access often shapes how countries perceive trust in companies.” According to DeepSeek’s privacy policy, it also collects information on "key stroke patterns or rhythms” which detects how an individual interacts with each button. Is this justified? DeepSeek "have a policy of aligning with the core values of socialism” Isabel Hou, Taiwanese AI expert and secretary-general of Taiwan AI Academy told AFP. For example, sensitive enquiries about Tiananmen Square or Taiwanese statehood—which would typically be censored in China—should be possible on DeepSeek elsewhere. "But we find that DeepSeek actually uses the same set of rules when providing services overseas,” Hou added. Beijing, for its part, claims the restrictions do not reflect legitimate national security concerns but highlight "the politicisation of economic, trade and technological issues”. It says the Chinese government "will never require enterprises or individuals to illegally collect or store data”. Is this unexpected? "DeepSeek was launched in May of 2023, and something like this can’t just emerge overnight,” Park Seung-chan, Chinese studies professor at Yongin University told AFP. Experts point to the enormous amount of research and development (R&D) China has poured into companies in recent years. According to data from the Korea Chamber of Commerce, China ranked second among the world’s top R&D investors, following the US, but showed the most significant growth, with its investment volume soaring more than 11-fold over the past decade. "I see this (the release of R1) as a calculated move that was prepared before the Trump era, and we should pay attention to the second and third waves of DeepSeek,” said Park. What next? DeepSeek says it uses less-advanced H800 chips—permitted for sale to China until 2023 under US export controls—to power its large learning model. While semiconductor exporting powerhouses South Korea and Taiwan have been thriving on sales of cutting-edge chips, DeepSeek has thrown the industry into turmoil. "If DeepSeek really used H800, it means that even without cutting-edge semiconductors, similar outcomes could be achieved with general semiconductors, as long as the software is good,” Park Ki-soon, a professor of Chinese economics at Sungkyunkwan University told AFP. "Countries like the US and China are investing massive amounts of talent and resources into software development,” he said, adding that DeepSeek showed governments needed to boost this further and "provide support to foster this growth”."

www-nst-com-my.cdn.ampproject.org/v/s/www.nst.com.my/amp/business/insight/2024/04/1042295/work-li… "Effective from Jan 1 2023, the Employment Act 1955 (EA 1955) has incorporated the amendments introduced by the Employment (Amendment) Act 2022. With that, the EA 1955 has now formally recognised the concept of flexible working arrangement ("FWA") in Malaysia. Section 60P and Section 60Q are the two new sections that provide for FWA in the latest EA 1955." 1 "Section 60P of EA 1955 Subject to the terms in contract of service, Section 60P provides the option for an employee to apply to an employer for a flexible working arrangement to vary any of the three features in relation to the employment:- i. hours of work; ii. days of work; or iii. place of work. Section 60Q of EA 1955 Section 60Q provides for the application process of FWA as follows: a) The employee's application for FWA must be in writing 'in the form and manner as may be determined by the Director General'. b) The employer must approve or refuse the application within 60 days from the date the application is received. c) The employer must inform the employee in writing of the decision. d) In the event where an application is refused, the employer must state the ground of such refusal. Since Section 60P and Section 60Q are new to our EA 1955, we have yet to see the applicability, utility, and effect that these two new sections could bring to the landscape of employment law in Malaysia. Of particular interest will be how 'Subject to the terms in contract of service', under Section 60P will be interpreted. Most probably, any existing FWA terms in the employment contract will not prejudice the employee from applying for more favourable terms. Section 60Q does not require the employee to give reasons for the request for FWA. The onus however is upon the employer to give reasons if the application is refused. Flexible working arrangements have gained increasing popularity in recent years as companies and employees seek ways to adapt to changing work dynamics and lifestyles. These arrangements offer various benefits and drawbacks, impacting both employees and employers. Advantages: Improved Work-Life Balance: Flexible working arrangements allow employees to better balance their professional and personal lives. This can lead to reduced stress levels, improved mental well-being, and increased job satisfaction. Cost Savings: Both employees and employers can benefit from cost savings associated with flexible working arrangements. Employees may save on commuting time and costs, work attire, meals, and the stress of commuting, while employers can reduce expenses related to office space and utilities. Enhanced Recruitment and Retention: Offering flexible work options can make a company more attractive to job seekers and help retain existing talent. It demonstrates that the organization values work-life balance and trusts its employees to manage their time effectively. Geographical Flexibility: Remote work options allow companies to hire talent from a wider geographical area, tapping into a more diverse pool of candidates without being limited by location. This can lead to a more diverse and inclusive workforce. Adaptability to Personal Needs: Flexible working arrangements accommodate employees' personal needs, such as childcare responsibilities, health issues, or pursuing further education. This fosters a supportive work environment and boosts employee morale. Environmental Benefits: With fewer employees commuting to the office regularly, there's a reduction in carbon emissions and traffic congestion. Flexible working arrangements contribute to sustainability efforts by promoting remote work and reducing the need for daily travel. Disadvantages: Communication Challenges: Remote work can lead to communication barriers. Misunderstandings may arise due to reliance on email, chat, or video conferencing, impacting collaboration and productivity. Loss of Team Cohesion: Remote work can weaken the sense of camaraderie and team spirit that often develops in a traditional office setting. Lack of face-to-face interaction may hinder relationship-building and collaboration among team members. Isolation and Loneliness: Working remotely for extended periods can lead to feelings of isolation and loneliness, particularly for individuals who thrive on social interaction. This can affect employee morale, mental health, and overall job satisfaction. Security Risks: Remote work introduces cybersecurity risks, as employees access company systems and sensitive data from various locations. Without proper security measures in place, organisations may be vulnerable to data breaches, phishing attacks, and other cyber threats. While flexible working arrangements offer numerous advantages such as improved work-life balance, increased productivity, and cost savings, they also present challenges such as communication barriers, and security risks. Successful implementation requires careful planning, clear communication, and the right technology infrastructure to support remote work effectively. By addressing these challenges proactively, organisations can harness the benefits of flexible working arrangements while mitigating potential drawbacks. *The writer is a former chief executive officer of Minority Shareholders Watch Group and has over two decades of experience in the Malaysian capital market."

www.freemalaysiatoday.com/category/leisure/2025/02/18/senior-wellbeing-how-falls-can-pose-hidden-… Senior wellbeing: how falls can pose hidden dangers "Adults over age 60 account for the highest number of fatal incidents, underscoring the need for prevention and awareness among this vulnerable group." xxxxxxxxxxxxxxxxFull Story Herexxxxxxxxxxxxxxx "KUALA LUMPUR: Among senior citizens, falling is a significant yet often overlooked issue. The World Health Organisation reports that falls cause about 684,000 deaths globally each year, making this the second leading cause of unintentional injury deaths after road accidents. Notably, adults over age 60 account for the highest number of fatal falls, underscoring the urgent need for prevention and awareness among this vulnerable group." 1 "Consultant geriatrician Dr Edward Chong Kah Chun said physical decline is a major cause of falls, as ageing leads to muscle weakness, sensory loss, and certain diseases such as dementia, gout, arthritis and diabetes. “These intrinsic factors increase the likelihood of falls, while extrinsic factors such as environmental hazards also play a crucial role. This is in addition to common dangers in homes and public spaces such as slippery floors, poor lighting, and uneven surfaces that can significantly contribute to the risk of falling,” he said. Chong added that certain medications could also contribute to falls by causing dizziness. “For example, anti-hypertensive drugs used to control blood pressure make falls more likely, while vision and hearing problems further add to mobility challenges.” Falls, he highlighted, could cause fractures or head trauma, which often require urgent medical attention. “Beyond physical harm, they lead to emotional and psychological effects such as the fear of falling, which could make seniors less active, weakening their muscles and increasing their risk of future falls.” According to Chong, injuries are common and tend to be more severe as people age. Over half of all falls result in at least one minor injury, such as a bruise, sprained ligament or strained muscle. More serious injuries include broken bones, torn ligaments, deep cuts, and damage to organs such as the kidney or liver. If a senior person who has fallen is left unattended, it could lead to delayed complications such as dehydration, pressure sores, internal bleeding or infections, which could in turn develop into serious health problems if not promptly addressed. In severe cases, falls could increase the risk of mortality, emphasising the importance of immediate medical intervention." 2 "Mitigating risks To reduce the risk of falling, Chong suggests several preventive measures, including reviewing medication to minimise side effects such as dizziness or imbalance; and creating a safer home environment with simple adjustments, such as removing loose rugs, improving lighting, and installing grab bars in key areas like bathrooms. He also advocates wearing proper footwear such as covered shoes with non-slip soles that provide far better stability than slippers or slip-ons. Chong further recommends that older adults engage in regular strength and balance exercises, such as tai chi, qigong, yoga, and sit-to-stand exercises, which can help improve physical stability and allow the senior person to regain confidence. “If the medical conditions allow, older adults are advised to follow a diet with more protein and fibre intake to help with their muscle strength and health, contributing to better balance and strength,” he added. This is particularly important because everyone loses muscle with age at a rate of approximately 3-5% for each decade after age 30, and inactive people lose the most, he noted. Ultimately, Chong said, awareness of the risks of falls among seniors is essential, and families and communities must proactively protect this group and promote health initiatives in geriatric care. “Ensuring the safety of our seniors is not just a medical responsibility but a societal one,” he concluded." 4
